propose today the second of the interviews I collected. Hear the testimony and opinions of Claudio Muccioli, MD internationally recognized political and San Marino.
Sicuramente la DC rimane l’unico partito con its large representation in the social context at all levels, just think of our organization throughout the capillary-see sections of the party-although at the present time I personally overcome. In order to promote more effectively the form of aggregation mentioned earlier, I believe we should develop the intersection, turning the slices, in so-called cultural circles, but in form with a well-organized management and coordination of the party.
One of the most obvious effects of the social crisis that is sweeping our country is the gap that is forming between politics and citizenship. How do you think has been possible, in a small country like ours?
The purpose of politics is to strive for the common good, that work to the lower classes of society, giving everyone a part of their own. Unfortunately, the examples of these years have not always been marked on this principle, often there has been an interest of lobbies and special economic classes in preference to others. This resulted in the loss of credibility and gradually alienated people to get interested in politics.
I also believe that in politics, as is evident in sport, there should be examples of driving. Right now I think we are serving in San Marino on one hand the loss of credibility, the lack of other political figures are able to drag to excite people, we are in a generational shift that has not yet found its heroes.
Recently we hear stories of all kinds in San Marino. In particular, there is very often the links between politics, financial institutions and organized crime. How much truth is there in your opinion? The people I was already aware of? We can speak of silence?
I'm not very expert in economics and financial systems, I think that what was happening, from a financial standpoint, San Marino, where there was a development of the sector, without a proper structure and training base, was evident even to a child.
course, close your eyes it was convenient to all, given that everyone could enjoy the benefits both directly and indirectly, especially when the value of people in society is determined by its portfolio with respect to what makes to society.
course, and I also said in council, we had an economy and drugged out control and we can not be surprised if Italy today forces us to rethink our system, since the deregulation that has been created is a source of great danger for Italy.
With regard to the discourse on crime but I think we're serving the proximity to the Adriatic Coast, a receptacle for all forms of criminal organizations.
think that in San Marino, in the future we can have a clean legislation and able to change direction to the country?
Meanwhile, we must remember that the world, since 2008 much has changed. The G20 has imposed very strict controls and policies by launching a relentless process on transparency with a clear focus to the fight against money laundering and terrorist financing.
San Marino can not evade these rules.
is precisely because of what the San Marino government last year issued new laws, some too restrictive. Now that we have good laws need to complete the framework of supervision and control an organization consisting of agents, judges are able to enforce the rules with the rigidity of the system requires.
Let's talk about democracy. He spoke of returning to bed, the "circles". In some countries of northern Europe and, in recent years in Emilia Romagna, new technologies have been used to experiment with grassroots democracy, a way to put in direct contact public institutions and citizenship. Do you think this kind of practice can also be fertile ground for San Marino?
Direct contact between public institutions and citizenship is the true prerogative of San Marino. I think the strength of this community is privileged to be able to meet its nle institutions, all institutions, including that of Captains Regent and ask for accountability of the various operators.
for the loss of credibility, which I mentioned before, perhaps a national policy was a bit 'away, we no longer have the lines of people every Wednesday, the usual days of receipt of the Secretaries of State , are hours of waiting in the various secretaries of state.
However, remember that San Marino has one of the most advanced forms of confrontation between citizens and politicians through this institution that are instances of Arengo, through which any citizen may submit to the court Great and General Council of its problems.
Also we must not forget that the Council's meetings are much followed by the citizens through the radio and that many citizens are often directly in the stage of the council to follow the work.
"Renewal" is the word which is most frequently invoked in the last period in San Marino. He believes in the ability of young players to rethink and renew?
All invoke change, but nobody really wants. Everyone is afraid of change, for what then for something that could be worse?
They feel people who have been in government 20 years who are the first to say that we must renew, subject to them, with their experience, to take the helm. Is renewed, but only as long as people are always the same.
The real change could only come from a new ruling class, made up of a school policy. All this does not currently exist, and people come too easily, and in some cases even arrogance, to hold positions of political importance.
In my opinion there is no specific training, and the "mess" which is the necessary condition for developing new ideas and universally shared thoughts, policies that find their action on in-depth knowledge and well above the common management.
What do you think of the proposed building and a tax amnesty "Tomb" advanced by some politicians these days? Should focus on what you think San Marino for economic revival?
to revive San Marino I think they can do a few simple actions but, fortunately, our community is small and bold initiatives and some features may give the country breathing necessary for a good economy. Besides, just think how the introduction, some years ago, the system has allowed the development phase of the country in recent years.
Personally I think a state should first think about its energy independence, when I entered politics a few years ago I tried to work with their friends in order to create initiatives that could put San Marino San Marino advantage, and have its own autonomy within the framework of renewable energy sources, even organizing in San Marino a major sounding boards on this topic.
sometimes provocatively, I raise the topic of San Marino also have a small nuclear power plant, which might seem a risky thing, but think about how we would be strong against Italy forced to buy energy from us ...
I also believe that our system was too long, flattened on the Italian economy, should seek greater internationalization of its proposal and its commercial offer.
As for amnesty, I think you should look for another philosophy, not to collect money, but to heal all those situations which are irregular in the area. We can not afford to continue to have two systems operating in parallel, that of someone who has always done things in order and who did as he pleased, but both are harmonized.
Surely you can not act now with a demolitive it is appropriate to provide those forms of correction, although they may be seen as unfair, at least have the prerogative to give regularly throughout the country system.
Finally I am very skeptical of anyone who thinks of raising taxes to solve the economic problem. The taxpayers of San Marino are numerically too few to sustain the burden of taxation from take a country like ours. Our economy should be supported with the company otherwise we risk becoming a ghost state.
I think is missing in San Marino, however, the idea of \u200b\u200bentrepreneurship that can bring development in different sectors of the economy first and foremost tourism, because for too many years the people, entrepreneurs, traders are been used in various ways and forms to be seated over the state.
Recently there has been much talk of the need to rethink the management of human resources even within the government of San Marino.
Non dimentichiamo che per anni c’è stata una politica in cui nel mercato del lavoro privato le held companies and taking only the most skilled, capable and healthy, while the State takes on the burden of occupying all those who for various reasons could not be more competitive in the private sector.
As I have complained several times about improving the efficiency of public administration, it means to have at all levels of staff efficient and able to tackle the toughest challenges on the job, unfortunately PA forget that in many of the employees "are unable to work."
For one example, just think all''ISS (The Health of San Marino. NDG), where busy staff of high qualification and specialization, there is a percentage, however, important to workers with mental and physical problems that can not operate efficiently.
However I believe that the government obliged in his race to a new model must take the path of the meritocracy that has become the first true point of diversification of the workforce by eliminating excessive logic of union protection that too often have damaged the whole system.
think that medical research and development an excellent health may be a response to the economic crisis San Marino?
Medical research excellence in the fields of medicine surely can be. Currently have been made the first steps in this direction with the establishment of the Bioethics Committee, an organization critical to promote and develop research initiatives in the field of medicine that can make, in addition to economic benefits, the image of professionalism and capacity of which St. Marino needs to recover both national and international Italian.
shows the importance Bioethics Committee, as the sector of excellence in health care has so far made little steps, with small errors still recoverable, it would be foolish to develop an area without precise rules on the first trip over the whole system collapses (the experience of the financial sector it seems to me emblematic).
thank Claudio Muccioli for the willingness. In the hope that these testimonies will help to slowly realize what is our territorial reality.
bet on ourselves. We have only to gain.
