The definition of Public administration is the responsibility of ' ISTAT, as a result of the provisions of the European System of Accounts (ESA 1995 - Regulation No. CR 2223/96 - paragraphs 2.68-2.69). The membership of an institution to all the Public Administrations, depends only on compliance with the principles set out there.
institution is therefore classified in the field of public administration if, regardless of legal status (public or private) that the rule, if it meets both the following requirements (a) :
- is property or managed or controlled by government;
- should not sell on the market or otherwise, must sell at prices that are economically significant (ie, revenues must not exceed 50% of production costs of services). In the event that revenues were higher than 50% of production costs would be in the presence of bodies "market" (market) and not by government .

To understand what is born of curiosity, one needs to know that public administrations must be subject to particular constraints established by the Constitution . These include the provisions of Art. 97 that opens the Section II of Title III of Part II and reads:
Article 97. Public offices are organized according to the law, so as to ensure the proper conduct and impartiality of the administration.
The regulations of the offices are certain spheres of competence, duties and responsibilities of the officials.

With this in mind, one wonders whether really respected the constitutional provisions in its entirety, even where the use requires access to a contest. Doing a web search I found no trace of competitions, for example, ANCI, while I found the Red Cross.
may be that in Italy there are different definitions of Public Administration, that ' ANCI as well as many other subjects included in the list of ISTAT, actually took up their staff by open competition, that the definition set by the European Commission has raided a national regulatory framework that has not been able to renew accordingly.
