L’alluvione del 22 ottobre 2008 a Capoterra ha provocato 4 morti e, tra i tanti danni, anche il crollo delle spalle del ponte di Pauliara, sotto la diga di Poggio dei Pini, lasciando così praticamente isolato un intero quartiere di 150 famiglie, collegato al resto della viabilità comunale solo attraverso una strada pericolosa e inadeguata.

- March 2010: first conference services, to approve the new bridge are asked for changes to the preliminary draft and by the Office for Protection of the landscape that by the municipality.
- October 2010 is posted on the notice.
- November 2010: opening of the envelopes at the headquarters of the Regional Department of Public Works.
- December 2010: the procurement process stops because the company denies Equitalia awarded a non-payment (400 Euro!).
This is the brief history of a work for which the money was made available almost immediately after the flood event of 2008, but in February 2011 is still blocked and unrealized because of the so-called “burocrazia” e dei tempi impossibili legati agli appalti pubblici, appalto per il quale non si è voluta seguire nessuna procedura d’urgenza, compresa la modalità di svolgimento della gara d’appalto che poteva essere avviata mediante una procedura “negoziata” invece che “aperta”.
