PRESS MEETING OF MEMBERS OF THE ORDER OF GEOLOGISTS

Following publication of the article the journalist Mauro Lissia Nuova Sardegna on 17 March, the Order of Geologists of Sardinia has issued the following press release :

To Article published in "La Nuova Sardegna " Wednesday, March 17, and having the title "The flooded areas were not at risk," given the content carried over from journalistic work, the Order of Geologists of Sardinia feels dutiful clarification.

The author points out what the geologists responsible for the redefinition of the perimeter of the landslide risk in the study of variation of the plan executed by the City of hydrogeological Capoterra in 2006 and states: " perimeter of the last flood-prone areas, the authors of Pai - plan to write-off of the hydrogeological basin - the land along the river and the estuary area of \u200b\u200bthe subdivision that contains the 'golden fruit, two' are not included .

The author continues explicit: " comes out in all its embarrassing clarity: the authoritative team of geologists in charge of establishing what were the areas at risk from flooding seem to be based on the damage caused from the disasters of the years 1999, 2003 and 2004.

And finally Article says: " the blunders committed by geologists are working to trace the Attorney .

Given these statements, the Order of Geologists of Sardinia, believes that what is mentioned in that article is unfair and prejudicial against an entire category. In addition, a simple and rapid analysis of the acts covered by the article, it appears that the notes are issued without evidence, misleading, inaccurate and impregnated with serious and unfounded accusations. Moreover, the Order reserves the right to intervene in all relevant forums. Without wishing to produce controversy ends in themselves, much less wish to go into the territorial extension of the studies carried out , (for which please consult the official documentation), but with the sole purpose of exposing the facts and to protect the professionalism of Geologists, considers this order to highlight significant as follows:

- The original perimeter of the PAI were initially approved by decree of the Public Works of the RAS # 3 of 21 February 2005, published on Buras No. 8 of 11.03.2005, by which was given to the enforceability of the Regional Committee resolution No. 54/33 of 30/12/2004, partial approval and adoption of such standards to safeguard the "Sketch Plan for the hydrogeological Basin" (PAI), which also relates to the municipality of Capoterra;

- In 2005 Capoterra entrusted to the municipality of the Interdepartmental Center for Environmental Science and Engineering, University of Cagliari (CINSA), mandated to carry out detailed mapping to define the hazard and landslide risk.

- that the Interdepartmental Centre of Engineering (CINSA), has produced its hydraulic calculations and the checks carried out on defense and works to achieve. The CINSA, then in essence the assignment entrusted to him, has drawn up a proposed revision of the delimitation of hazard and risk hydraulic

- With No Resolution of the Regional 17/12 of 26/04/2006 were approved the proposed new scope of the study CINSA, following the implementation of measures to mitigate and more detailed studies of areas at risk of flood hazard and in accordance with Articles 4 c . 5:37 c. 7, the implementing rules of the PAI. Also in the same resolution, the City of Capoterra has been identified as solely responsible for maintenance, cleaning and maintaining the functionality of the mitigation works, aiming to ensure public and private safety;

Based on the above highlighted, and then an examination of public documents, it is noted that the audit of the PAL, and then the perimeter of the hazards and risks for the City of hydraulic Capoterra, was awarded not to an individual or geologist to study geology, but to the Interdepartmental Centre for Environmental Science and Engineering University of University of Cagliari (CINSA) therefore does no geologist was in charge of these performance. It should be noted, inter alia, that Article. Author's note 37 of the PAI - variants of the PAI and updates - do not require the submission of a report of hydraulic compatibility (which under the same rules of implementation must be submitted signed jointly by an engineer and a geologist) and thus no official contribution Geologist in the drafting of the designs of hydraulic variant.

We therefore ask what is "the authoritative team of geologists were responsible for determining which areas flood," as reported to the article, as in any official act of variant PAI filed with the City of Capoterra or from the bodies responsible for monitoring, geologic features responsible for conducting such a professional performance.

In virtue of what is stated, this professional body reiterates that no geologist was in charge of drafting the variation of PAI produced by the City of Capoterra . It would be appropriate to expect a direct involvement of the category of Geologists, precisely as a result of those incidents occurred during the storms in 1999, 2003 and 2004 cited by the author. To this logic, for common sense and unfortunately for increasing fragility of the territory, would have happened because the definition of hazard and risk plumber can not be performed regardless of the geological, morphological and hydrogeological basin of reference and in particular without identifying the range of flood geomorphology and estimation of sediment transport, these materials, all of strictly the responsibility of the geologist.

For the record, let's remember that just 11 and 12 February 2010, the Sardinian geologists had gathered at the meeting in the council of the City of Capoterra and at the university's Department of Earth Sciences in Cagliari, for discussing issues related to the vulnerability of the territory and danger arising from the hydrological, especially just for the Rio San Girolamo. During the meeting, however, does not mention the presence of journalists, nor that of Mr. Lissa, nor have we been aware of reports in the local press in the days to follow.

This Order is therefore reluctantly compelled to point out that the geologists, with consciousness, professionalism and dedication have always been and always working in the territory, in its planning and sustainable government.

Geologists do not deserve unwarranted and full of inaccuracies such as those reported culprits in this, which seems to have quoted more than the facts, devoid of any foundation of information and factual truth.

As noted above, the Order of Geologists of Sardinia, believes that the article published Wednesday, March 17 from "La Nuova Sardegna " titled "The flooded areas were not at risk "signed by Mr. Lissa, is full of serious inaccuracies che risultano pesantemente diffamatorie nei confronti della categoria professionale da questo rappresentata. Si chiede pertanto a codesta Direzione de “ La Nuova Sardegna ”:

- La pubblicazione per intero del presente comunicato stampa, con pari evidenza dell’articolo uscito lo scorso 17 marzo;

- La pubblicazione di una smentita e di una rettifica ufficiale per i contenuti riportati nell’articolo dello scorso 17 marzo e ritenuti lesivi nei confronti dei Geologi.

E 'interest and desire of the Order of Geologists of Sardinia, except as stated in this release, which in future will also establish a constructive dialogue between the parties involved in this affair, especially when in addition to the massive injuries the territory, there are human lives at stake.

In conclusion, I think to do something useful, we recall Article 1 of the ethical rules concerning the exercise of the profession of geologist in Italy approved by the National Council of Geologists at its meeting on 19 December 2006 testimony and evidence that this occupation is mainly to serve the citizens and territory.

" The profession of the geologist is of overriding public interest and general and must be exercised in strict compliance with applicable law and the provisions of this Code of Conduct Corporate Governance and Professional Ethics.

Geologist receives and recognizes the fundamental constitutional principles of freedom, equality, solidarity and democracy.

In particular, the geologist to recognize the constitutional principle of protection of health and the environment and is committed to protecting and geological integrity of the territory, with action to prevent and mitigate the risks of disruption, whether natural or induced by human intervention . "
