On November 7, 2009 was held at the school of golden fruit, a meeting between the mayor, the technicians of the company Synergy and a number of citizens gathered on the theme of the emergency plan recently developed by the company and approved by the City of Capoterra.
Exposure Plan
Synergy engineers have described the salient points of the plan, as detailed in the following paragraphs.
The plan is divided into two sections specifically dedicated to: a hydrogeological risk, the other to risk interface fire "(bands of fire next to urban settlements).
1) The delimitation of areas at risk from the Emergency Plan has taken into full account the definition provided by the Forest Service, which includes all areas that were actually flooded on October 22 as well as some peripheral areas that were not flooded but is still within the area at risk.
2) have been identified as "gates" that monitoring stations in case of critical events, manned by the police, making a distinction between outdoor areas (the main road, manned by traffic police) and internal areas (manned by municipal police forces).

These areas have been identified so that, in groups of inhabitants from the same area, heading to the nearest safe area.

5) E 'foreseen an activity of public information, which will be kept with the most appropriate means of measures taken.

a) What method will be used operationally for alerting the public, for example to indicate the need for evacuation? They can be used to signal flashers or sirens?
Answer: The engineers say that the legislation does not allow the time to use direct reporting, sound or light to alert the population (it is unclear what method will be used ed)
b) exercises will be developed to verify the procedures used for implementing the plan Emergency?
Answer: There are.
c) There is a direct risk to operators of public power which is sent to set up defense points (gates), located within or immediately adjacent to areas subject to flooding?
Answer: The police take risks in the interest of all (it is unclear whether the principals will be used to prevent access in the event of a warning or will be limited to the situation of occurrence).
d) checks will be carried out in respect of private and public actors who have to prepare their contingency plans (eg, schools)?
Answer: The City will do the inspections and provide assistance to these entities for the performance of individual security plans.
s) have been recorded which public and private gas tanks that have a lot of problems for safety measures after the flood of October 22?
Answer: This work is necessary, particularly in the event of a fire safety plan (it is not clear to what extent this work has been done, Ed.)
f) have been identified individual responsible for safety?
Answer: They have been identified in detail with regard to the skills available within the City. But the plan also envisages the involvement of other actors (national and regional civil protection, regional services, police, etc.) on which the municipality has no power of organization.
g) What the person responsible for ordering the evacuation of the population in case of need?
Answer: When the subject is not identified. The City will issue this provision if they receive instructions from regional managers, who have expressed readiness to the task. The district, now, does not receive any rainfall given by institutions that have them.
h) Can the City adopt an autonomous network of monitoring rainfall and its operations center?
Answer: The city administration has no economic resources and personnel to an autonomous network of rainfall monitoring and is not however, focused on skills to take over production of the data.
